Luis Eligio Tapia was born on July 6, 1950 and grew up in Santa Fe, New Mexico., and studied at New Mexico State University. In 1969, Tapia married a fellow artist, Star Rodriguez. From 1969 until 1974, he worked at Cooper's Western Wear, eventually becoming a store manager. During the sixties and seventies Tapia rediscovered his heritage and Latin roots, becoming one of founders of a La Cofradia de Artes y Artesanos Hispanicos. The group helped revive Hispanic art in the Southwest in the early 1970s.
